City Council creates Building Standards Commission
The Friona City Council met in regular session on Monday, November 12th at 6:30 p.m. in the City Council Chambers at 619 Main in Friona, Texas. The meeting began with a roll call, an invocation, and the Pledge of Allegiance.
A time for public comment was the first order of business and one individual addressed the Council with concerns about the Parmer County Hazard Mitigation Plan. Next, the minutes of the October 9th, 2018 regular meeting were approved.
The Council approved the resolution to adopt the 2018 updated Parmer County Hazard Mitigation Plan. An added benefit of adopting such a plan is that it streamlines the process to receive disaster funds. Also approved was the renewal of agricultural leases with Rest & Relax Farms, Inc. and R&J Farms for the 2019-2020 crop years. Next, the monthly report from the Friona Police Department given by Chief Jimenez.
The Council approved the reappointment of Andy Alexander, Holly Campbell, and Henry Clark to the Friona Economic Development Board of Directors for two-year terms. Also approved was a FEDC recommendation that a $25,000 grant be given to the Friona Pioneer Museum to help in the purchase of an elevator for the building.
The purchase of a trailer-mounted sewer rodding machine was approved. The equipment will cost approximately $42,000 and includes a 10-year warranty on the pump. The pump on the machine that the City now utilizes cannot be repaired if and when it quits working.
The Council approved Gayla Fullerton as Auditor for the city providing service for one year ending September 2019.
The Council voted to amend its policy on Substandard Buildings and other Structures. This amendment created a Building Standards Commission and provides an appeal process for the public. Ricky White, Brent Loflin, and Greg Lewellen were appointed to the Commission.
The Council approved the Accounts Payable and Financial Statement for October 2018 and City Manage Lee Davila informed the members on upcoming zoning projects. The meeting was then adjourned.
