Council caps carport permit fee

The Friona City Council met in regular session on Monday April 10, 2023 at 6:30 p.m. in the City Council Chambers at 617 Main in Friona, Texas. The meeting began with roll call, an invocation, and the Pledge of Allegiance.

There were no public comments. The Minutes of the March 20, 2023 meeting were reviewed and approved.

Two agenda items concerning bid approval for the Friona Daycare Center Building Renovation Project and approval of a lease agreement with Happy Tribe Academy for the Daycare Services Project were tabled until the next council meeting.

A motion was passed to approve a permit for Dynamite Fireworks to operate in the city limits on city property from June 24th until July 4th.

A water provider agreement with Panhandle Community Services was approved regarding participation in the Low-Income Household Water Assistance Program. PCS will receive grant money to help pay water bills for low income households. The program ends September 30th at which time the agreement will be reassessed.

A site lease agreement was approved with Joe's Restaurant at 622 Main to use the north wall of the building for a mural project.

The Council approved an amendment passed by the Friona Economic Development Corporation to strike wording in the FEDC's bylaws (Sec. 8.03) that states "applicants must go to the small business development center for assistance with a business plan."

A request by Sea Scrolls LLC for an extension until July 2024 to finish Phase 3 of the Housing Development Project was approved. The Council also approved the FEDC's addendum for the extension.

The annual review of the City of Friona's investment policy was discussed and approved.

A motion to amend the 2022-23 fee schedule by setting a cap for carport permits at $150 was approved.

In other business, the accounts payable for March 2023 were approved. The financial statement for March 2023 was approved and the 2nd quarter (Jan-March) financial statement was also reviewed and approved.

Town Talk

You Have To See It To Believe It - The FHS One Act Play Company will present a final performance of "A Divine Kerfuffle" on Sunday at 3:30 p.m. in the FHS auditorium. The Company advanced to the Area round of competition and received numerous accolades including encouraging words from the writer of the play, H. Russ Brown. Friona was the first school to perform the play in competition.

Help Save Lives - The next Friona Community Blood Drive is Thursday, April 13th from 3-7 p.m. at the Calvary Baptist Fellowship Hall. Each donor will receive a t-shirt, jump pass from AMP'D, free tea from Water Still, and one entry to the OKC Zoo.

Open House - Everyone is invited to an "Open House" at City Hall on Friday, April 21st from 9 a.m. until 4:00 p.m. Stop by and see the new Courtroom used by the Municipal Judge and Justice of the Peace, Pct. 1. Also visit the updated city council chambers. Refreshments will be served. City Hall is located at 623 N Main St. in Friona.

Wash & Pay - Saturday is National Laundry Day. Back in my college days, when Jimmy Carter was president, laundry day was two days after you wore the last clean item of clothing you owned. Then you gather your wardrobe off of the floor and head to the washateria. It took 3-4 rolls of quarters to get out of the place a few hours later. Not surprisingly, that same strategy applied to dishes and cookware in my trailer house kitchen. The good old days.

FCCLA competes at state

Eight students participated at the State FCCLA Conference in Dallas from March 31st to April 2nd. Lilly Abarca competed with her Proficiency Event Cupcake Presentation level 2 and Sophia Leon & Yoselin Mulul received People's Choice on their Spotlight Project.

Fabian Salinas, Gael García, and Janessa García received 3rd place on their Star Project "National Programs in Action" level 3 and qualified for Nationals. Nadia Snyder received 1st place on her Star Project "Promote and Publicize FCCLA" level 2 and also qualified for Nationals

Region 1 President Blanca Chavez received a $1000 HEB scholarship, presented the total donations given by Region 1 Service Learning Project, and was honored with an outgoing officer parade. She will participate at Nationals as an evaluator. The FCCLA National Conference will be held in Denver, Colorado from July 2nd through 6th.

It is the home ballpark of the Amarillo Sod Poodles, the Double-A affiliate of the Arizona Diamondbacks in the Texas League. Hodgetown Stadium is located at 715 S. Buchanan St. in Amarillo.
